  • The Department May Not Have The Specialized Skills Required For A Particular Problem Or Task: This is particularly true of technical areas, such as the application and design of access controls, door control systems or hardware assessments. An administrator may recognize the existence of a problem or may simply have a very specific objective in mind (i.e., to install a card access system). Whatever the case, the design, installation and implementation of complex technical systems requires technical expertise that may not exist within the institution itself.
  • A Security Consultant Can Save You Money: Because of his or her experience and expertise, a security consultant can help the institution avoid expensive errors or mistakes in the design or selection of security products and systems. Reliance solely upon product vendors for technical expertise may not always be wise. This is not to say that a good consultant will not agree with a client's personal opinion (on the contrary, the client's opinion is often correct), rather, it simply means that when the consultant's opinion is rendered, it will be the result of an unbiased review of the problem.
  • In-House Time and Personnel May Not be Available: Even if an institution IS in the fortunate position of having personnel with the talent to address a particular issue, present workloads may make them unavailable to work on the problem. The availability of funding or scheduling opportunities (such as the renovation of a residence hall) often requires immediate action; and although in-house talent exists, it simply may not be possible to use their services in the time available.
  • The Credibility of an Outside Consultant May Serve To Sway Organizational Opinion: As administrators, we often feel frustrated by the lack of importance placed upon security issues, resorting to the "I told you so" mentality when the inevitable occurs. More often than not, a security consultant and his client are in general agreement relating to the primary issues. For this reason, the consultant's opinion may provide the required "extra boost" to the client's program objectives.
